Chief Executive Officer
Tammy Carter is the Chief Executive Officer of File & ServeXpress. She leads the company’s strategic direction, daily operations, and the implementation of corporate goals.
Having founded CaseFileXpress in 2002 (one of the pioneers in eFiling that merged with File & Serve to form File & ServeXpress) Carter provides an understanding and knowledge of document exchange and its impact to court and legal clients that is unprecedented in the industry. Carter brings 30-plus years of software development, client management, public sector experience and also 14 years of eFiling industry expertise to File & ServeXpress.
Carter’s leadership is driven by her desire to listen to the challenges of stakeholders, including judges, attorneys, and court clerks and resolve those challenges with high-quality client support and software delivery. Even with a client base that has grown from just a few thousand at the start to more than 190,000 registered filers today, she insists on continuing to build upon the foundation of the business – front-line client support, complete training, innovative solutions, and fostering relationships.
Prior to assuming the CEO position, Tammy served in roles including the General Manager, and Vice President of Government and Legal Services of File & ServeXpress, and President of CaseFileXpress. She is a frequent writer and presenter on legal eFiling, court implementation and law firm automation, and has personally trained thousands of attorneys, paralegals, and court personnel in the use and benefits of eFiling. This involvement allows her to stay current on the needs of File & ServeXpress clients.
Tammy is a graduate of California State University, Sacramento (CSUS) with a Bachelor of Science in Business Administration with a concentration in Management Information Systems.
Chief Operating Officer and Chief Financial Officerr
As Chief Operating Officer and Chief Financial Officer, Rich drives the File & ServeXpress business operations to achieve the company’s vision and Chief Executive Officer’s objectives. He acts as right-hand to Tammy Carter, the company’s CEO, and is accountable for the operational development, continued growth and financial performance of the company.
Rich has executive oversight of the company’s day-to-day operations, while chartered with creating and directing strategic, tactical, and operational practices across all business units. Rich believes in promoting operational excellence in the development and delivery of our eFiling solutions and services to ensure employee actions and efforts are customer-focused and thereby aligned with the needs of our judicial and legal clients, partners and constituents. He also oversees the accounting, financial planning and analysis, treasury, mergers and acquisitions, and administrative functions.
Rich works closely with the executive team to determine capital requirements and investment allocations to ensure financial resources are spent with a balance toward clients, employees, and stakeholders. Rich brings more than 25 years of business and financial acumen to File & ServeXpress, having served in executive leadership roles with successful high-growth organizations in the business process, outsourcing and technology industries serving large public sector and commercial clients. He holds a BBA in Accounting from Texas A&M University and is a Certified Chartered Public Accountant in the state of TX.
Vice President of Client Service Operations
Sara Collins is the File & ServeXpress Vice President of Product Development and Support. In this role, she is charged with directing support for the File & ServeXpress product suite.
Collins is well regarded within the organization for being solutions oriented and having strong client management and leadership skills, combined with in-depth product knowledge of eFiling and eService solutions. These attributes guide the production support teams to quickly and skillfully construct new court configurations, rapidly resolve client issues, enhance product offerings, and continually improve existing solutions.
Since first stepping into the industry in 2006 as a Court Solutions Specialist for LexisNexis File & Serve prior to the merger, she has attained a diverse background of experiences that provide her with a broad understanding of client needs. She gained invaluable experience on the first statewide eFiling implementation for Colorado where she was an Account Manager working closely with the judges, clerks, and court staff. She has been promoted from within the company in multiple progressive roles including — Project Manager, Senior Product Management Consultant, Solutions Architect Manager, and IT Services and Support Manager.
Prior to joining the company, she spent several years with Caleel + Hayden in Denver and Boston acquiring tactical experience in sales, marketing and product development.
Collins holds a Bachelor of Science in Business Administration in finance and marketing from the University of Denver, and studied abroad for one term at American Intercontinental University in London. Additionally, she is a Certified Scrum Product Owner (Scrum Alliance), holds a Pragmatic Marketing Certification from Product Management Requirements that Work, a Product Management Professional Certification from the Project Management Institute, and a Masters Certificate Applied Project Management from Villanova University.
Director of IT Business Delivery
In his role as Director of IT Business Delivery, James is responsible for managing key stakeholder relationships, software development, and delivery processes for File & ServeXpress. A major part of his role, and his ultimate objective, is to ensure FSX meets its commitments to clients and exceeds client expectations. To do so effectively, James combines his technical subject matter expertise with his advisory skills to align the company’s software solutions and services with client priorities. James works closely with the company’s Director of Enterprise Architecture to strategically fulfill FSX’s vision for technological innovation, while delivering client value that is unprecedented in FSX’s industry. Additionally, James collaborates with FSX’s product and client support teams to communicate and assure that FSX’s plans for expansion align client delivery with internal training and product support.
James has a rich history with FSX. He worked with FSX’s infrastructure team as a consultant to direct the migration and consolidation of FSX’s various distributed systems and networks to a single Dallas-based data center. He leverages his authoritative expertise and detailed knowledge of FSX’s systems, products, and business processes to provide leadership and innovation to drive FSX forward. Having begun his career with Google at the start of their interior panoramic imagery initiative, James has more than eight years of IT consulting experience and holds a Bachelors from the University of Texas in San Antonio.
Director of Operations
As Director of Operations, Daen is responsible for ensuring the availability, reliability and security of the File & ServeXpress applications and infrastructure. His twenty years of industry experience, combined with his application development and operations proficiency, deeply enhances the capability and strength of the company. Dean’s demanding role requires strict adherence to operational policies and industry best practice. His team is responsible for ensuring a high level of responsiveness and availability, proactive performance monitoring and alert messaging for security and reliability, as well as maintaining a streamlined operation for our court and law firm clients. Daen collaborates with executive leadership and team leaders to ensure the technical needs and quality demands of File & ServeXpress are met. His accountabilities include project management, software development, quality assurance, enterprise architecture, strategic initiatives and company operations. In addition to the technological aspects of the organization, Daen’s cross-functional purview also spans non-technical business units comprising sales, marketing, finance, training, technical support and customer service.
Daen holds a Bachelor of Business in Information Technology Management from the Western Governors University and is pursuing a Master of Science, Cybersecurity and Information Assurance. He has received the Project Management Professional Certification from the Project Management Institute.
Director of Enterprise Architecture
As the Enterprise Architect for File & ServeXpress, Jerome is responsible for continually seeking opportunities to improve the reliability, security, optimization, and performance of our applications and systems. In addition, he is the leader of new development and innovation. His expertise and diverse background in IT infrastructure and application systems, as well as his knowledge of transformative and innovative technologies, enable him to align the company’s strategic and technology direction to meet the future needs of our clients.
His capabilities for designing enterprise architectures combined with his enthusiasm and passion, ensure he is constantly setting the standard for technical excellence among his team members. He is the key driver for technological innovation within the organization.
Manager of Strategic Initiatives
Working closely with the VP of Product Development and the Director of Operations, Angel is accountable for driving high-priority development and integration projects from conception to completion, as well as overseeing the creation of intuitive robust, supportable, reliable and secure eFiling solutions for File & ServeXpress clients. Additional projects within her remit include the introduction of the latest technologies designed by our Director of Enterprise Architecture to the File & Serve solutions.
Leveraging her 20 + years of software development and management expertise, Angel champions development excellence on an enterprise-wide level. Angel holds a Bachelor of Science in Information Technology Systems from the University of Houston.
As the Marketing Manager for File & ServeXpress, Karon is responsible for championing the company’s brand and establishing, developing and safeguarding its reputation and value via a wide variety of communication and education initiatives. Karon’s oversight extends to the marketing team, where she is tasked to create and execute marketing and corporate communication programs that align with our corporate objectives and support sales lead generation and revenue growth through client education, loyalty and product awareness. Working in close collaboration with sales, distribution, operations, productive development, customer service and training, Karon is the point person for increasing market cognizance with respect to new jurisdictions, new features and capabilities, education and training.
Karon has more than 20 years’ marketing experience, spanning a diverse array of vertical industries. Her core competencies encompass both the tactical and strategical aspects of marketing. Karon graduated Magna Cum Laude with a Bachelor of science (Honors) Degree in Sociology from Loughborough University of Technology, England.
